DOJ already approved Charlottesville's 9-ward City Council.

Radio talk show hosts Glenn Beck (yesterday) and Rush Limbaugh (last week) don't know that most cities are Democracies (Majority elect ALL representatives) and some cities are Republics (Minority elect a minority of representatives).

This is our living history, which began in the 1910s Klan era and swept the entire nation. Democrats still want to eliminate minority representation (Electoral College) for electing the president. U.S. Constitution Article 4 guarantees a Republic for the states and federal. But the cities were left out.

One little problem: Eminent Domain. The socialist loophole in the Bill of Rights. The majority can vote to take away Due Process of individual minorities. Due Process is the only right you have UNLESS the majority, by direct referendum or by representation, decides otherwise. And thus have they decided many, many times. The Bill of Rights itself almost didn't pass. More lost yet living history.

For the drive-by commentators, all the cities look the same...except the good ones are run by conservatives. The bad cities are controlled by liberals. So they can only see the actors, not the actions themselves.

In reality there are 2 different forms of city government: Mob Rule (Antifa) and Minority Participation (TEA Party). It doesn't matter who's in charge. Like slavery is an institution, it doesn't matter who is the slave and who is the master.

The 1965 Voting Rights Act Section 2 makes Voter Dilution (one-ward at-large) a federal crime waiting to be prosecuted. Charlottesville has 9 precincts with equal population following the 2010 census because the Department of Justice thinks (or is pretending) that we have a 9-district REPUBLIC form of city government. DOJ has already approved the 9-ward system.

We can begin electing 9 "real" city councilors (not at-large mayors called councilors, who delegate mayor duties to a city manager) immediately in November 2019.
